Every child around the world should be able to enjoy a 5th Birthday. Unfortunately, in 2009, 8.8million children died before their 5th Birthday, most from easily preventable causes. For example, 22% of these children died from diarrhoea and 21% from pneumonia.

While Millennium Development Goal 4 aims to reduce child mortality by two-thirds by 2015 from 1990 levels, it saddens me that 18 of 29 developing countries in our region are not on track to achieve this target. With only five years to go, globally we are only 42% towards achieving the target. Evidence suggests that proven and cost effective interventions can reduce child deaths by at least 60%.

Thank you for increasing the spending on health in the aid budget to $1 in every six in the 2009-2010 budget. Please allocate $1 in every four aid dollars to improving health care in developing countries by the 2011-2012 budget, as we are still not contributing our fair share to the global effort needed to prevent child deaths.

Let us do our fair share to try and ensure that every child can celebrate their 5th Birthday.
